Rotterdam is preparing to add another architectural icon to its skyline after Dutch architecture firm MVRDV won the international competition to design the Shift Embassy, a major new cultural destination planned for the city’s fast-growing Waterkant district.
Commissioned by social enterprise Shift, the project aims to become a center for culture, education, innovation, and environmental awareness, encouraging visitors to engage with some of today’s biggest global challenges through immersive experiences rather than traditional museum exhibits.
Named Rotterdam ROCKS!, MVRDV’s winning design features seven stacked, rock-like volumes rising from the banks of the River Maas. The building is envisioned as a hybrid between architecture and landscape, with lush terraces, public walkways, water features, and panoramic viewpoints creating an accessible destination for both residents and visitors.

The Shift Embassy will be a centerpiece of Waterkant, one of Rotterdam‘s largest urban redevelopment projects on the south bank of the Maas and likely a new tourist attraction in the Netherlands metropolis.
At the heart of the new institution will be The Elysium, a 5,000-m² immersive exhibition space designed to explore possible future scenarios through art, storytelling, digital technology, and interactive installations. Rather than functioning as a conventional museum, the attraction will invite visitors to experience and debate issues surrounding climate change, renewable energy, biodiversity, sustainable mobility, and the circular economy.
The wider complex will include a 200-room hotel, conference and event facilities, educational classrooms, restaurants and cafés, community gathering spaces, and an observation deck overlooking Rotterdam’s waterfront.
MVRDV’s design also places sustainability at the center of the architecture itself. The porous façade incorporates niches that will support vegetation and urban wildlife while helping retain rainwater. Green terraces extend the surrounding riverside landscape vertically through the building, creating habitats for birds and insects while offering visitors a series of outdoor spaces connected by walking routes.

Once completed, the Shift Embassy is expected to become one of Rotterdam’s signature visitor attractions, reinforcing the city’s reputation for innovative architecture while adding a new cultural destination focused on the future of people, cities, and the planet. It will certainly help Rotterdam to be (re)discovered as a major destination in the Netherlands.
