Japan set to mandate health insurance for tourists
Japan is proposing new entry rules for tourist visits, cracking down finally on errant tourists who skip paying their medical bills.
To ensure entry it may require proof of medical insurance before issuing visas and screen travellers for any outstanding medical fees not paid on a previous trip.
It is expected to add mandatory health insurance requirements in the annual economic and fiscal policy review.
The Ministry of Health, Labour and Welfare intends to collaborate with the Immigration Services Agency and share data on unpaid medical bills of foreign travellers.
A recent survey found outstanding bills owed by foreign visitors totaled about ¥61.35 million ($427,000).
Separately, a Japan Tourism Agency survey found about 30% of travellers arrive in Japan uninsured.
