Citybreak: How does Cologne adapt its tourism to the future?

The city of Cologne in Germany (North Rhine-Westphalia region) organized at the end of last year its Cologne Tourism Day setting an Agenda for Change to transform the city touristic offer to new tourist needs. An interesting example of adaptation towards a future-ready tourism…

KölnTourismus GmbH – Cologne tourism agency– brought last November a broad spectrum of industry partners, tourism stakeholders, and representatives from politics and the media for its Tourism Day event. The central theme was transformation, with a clear focus on actively and responsibly shaping change in leisure tourism as well as in the MICE sector.

The agency core role is to develop the city as a travel destination and Rhine-side congress hub, aligned with the interests of Cologne’s residents.

For KölnTourismus, transformation is the key to navigating the rapid shifts underway across tourism, the wider economy, and global development. Mounting challenges call for innovative ideas and creative solutions to safeguard Cologne’s long-term appeal and resilience as a destination.

Transformation has guided our work for five years and touches every aspect of Cologne’s tourism—from strategy and digitalization to sustainability,” said Dr. Jürgen Amann, Managing Director of KölnTourismus GmbH.We’re seeing tangible results: our defined target segments account for a growing share of overnight stays, our audiences are visiting more frequently, and we’re attracting a higher proportion of high-spending guests. This confirms that our course is right as we continue to position Cologne as a future-oriented destination.

Cologne is basing its strategy on a traveler’s profile analysis of Germans spending an overnight, conducted by German Sinus Institute. It shows strong development among three travelers’ categories :

Conservative upper-class : Classic luxury segment, value exclusivity, tradition, and first-class service.

Post-materialists: Cultured, purist lifestyle where quality is more important than quantity. Critical of the consumer world, favoring organic products, fair trade, slow food and sustainability.

Performers : Performance-oriented group, seeks efficiency, tech affinity, and often exclusive wellness or sports offerings.

Cologne is consequently orienting its tourism strategy more towards these high-value groups, although it continues to provide an offer to a wide variety of segments identified by the Sinus Institute (such as “Traditional”, “Nostalgic middle-class” or “Adaptive pragmatic”).

Cologne benefits already of a very strong image as a city break destination. From January to October 2025, Germany’s fourth largest city welcomed 3.45 million arrivals (+2%) generating 5.89 million overnights (+1.4%). International arrivals and overnights grew faster during the same period with numbers respectively up by 5.4% and 5.1%. International tourism generated 33.8% of all arrivals and 36% of all overnights during the first 10 months of 2025. The USA, the Netherlands and the UK are the top international markets.

Strong city branding

A study by Cologne-based startup Comdaily underscores the strength of Cologne’s tourism brand, showing marked gains across key perception attributes thanks to KölnTourismus’ clear, brand- and audience-focused communication in recent years. In short, Cologne’s positioning is recognizable and consistent.

That proactive approach is also reflected in concrete projects. Last year, KölnTourismus reopened its modernized, partially digitalized Tourist Information center, offering enhanced services in a central location for visitors and residents alike. This year saw the launch of participatory workshops with tourism stakeholders to jointly develop transformative strategies for the future.

In addition, the newly released web app, “VisitKöln – the Digital Room Directory,” gives hotel guests easy access to destination information, bookable offers, and up-to-date event listings, combining KölnTourismus’ data expertise with Guestnet’s innovative software technology.

Adapting to sustainability and climate change

KölnTourismus is also developing a heat protection map that will highlight cultural venues where visitors and residents can cool down on hot days while enjoying cultural experiences.

The Tourism Day explored challenges and opportunities across leisure and city tourism as well as business travel and events. A leisure workshop also examined a transformative understanding of tourism and new approaches to future-ready leisure and urban travel experiences. A MICE workshop focused on the long-term value of events and their sustainable impact on destinations and society. The Cologne Tourism Day proved again to be a meaningful contribution to the strategic development of the city’s tourism sector while defining the future of the destination.
