Is Heathrow expansion really necessary?

Should passengers be using Heathrow for flights to Paris and even Brussels when Eurostar is more than adequate and London City is also efficient?
A figure of 35% has been put on travellers through Heathrow who are are in transit.
If this is correct, does this justify all the congestion, pollution, loss of housing, noise etc.
Who actually benefits from transit customers?
