As New York sees the number of infections dropping, rates are surging in other states.
NY recorded only five deaths across the state on Monday.
NY Gov. Andrew Cuomo said out-of-state travelers face a $2,000 fine and a mandatory quarantine order for not completing contract tracing personal information on arrival into the state.
