British Airways aims to have 1,000 volunteer staff trained to work as cabin crew if a threatened strike goes ahead.
The airline also plans to draft in up to 23 fully crewed aircraft from a charter company to help run short haul flights.
BA aims run all flights from London City Airport and all long haul services from Gatwick if cabin crew members of the Unite union in dispute with the carrier over working conditions and pay walk out.
A "substantial number" of long and short haul flights from Heathrow would still operate together with about half of Gatwick short haul services.
BA chief executive Willie Walsh disclosed the planned strike-breaking measures in an internal briefing to staff.
The union must gives dates for industrial action by March 15 and start any strike seven days later.
