They say a man identified only as Nicholas, 53, a UK national, sold tour packages to foreign tourists, even acting as a tour guide and driver himself.
No Thai staff were present on the tours, the Thai tourist police said.
Nicholas set up a website hosted overseas to market the business and sell tours in Thailand
Tourist Police set up an undercover operation after complaints were made about a foreign national.
The investigation found that he had been selling tours for more than 10 years.
The multi day tours included to national parks throughout Thailand spanning multiple Thai provinces.
