Kuwait Civil Aviation fines travel and tourism agencies for breaching laws

The Complaints and Arbitration Committee of Kuwait Civil Aviation Authority has issued around 66 violations, penalties, and fines against travel and tourism agencies for breaching laws and regulations.

Abdullah Al-Rajhi, Director of the Air Transport Department and Chairman of the Complaints and Arbitration Committee, explained that penalties were imposed on 58 offices for violating conditions and circulars related to social media licensing, in addition to 8 travel agencies and one airline for breaching civil aviation regulations regarding airline tickets.

Al-Rajhi added that two individuals were referred to the Public Prosecution for violating Article No. 12 of Decree Law No. 31 of 1987, which prohibits engaging in civil aviation activities without prior approval.

He noted that the committee held its 10th meeting of the year with the participation of all official representatives from relevant state entities to review passenger complaints submitted through the Sahl platform against travel agencies and airlines operating in Kuwait.

He further stated that the committee also reviewed violations detected through inspection tours and electronic monitoring by Air Transport Department inspectors. They addressed breaches of civil aviation circulars and laws governing Kuwait’s air transport market, tooking consequently appropriate legal actions.

Warning to travelers

Al-Rajhi urged travelers to ensure they only deal with travel offices licensed by the Civil Aviation Authority, verify all ticket and hotel booking details, provide accurate information, and obtain proper receipts and booking terms to protect their rights.

He emphasized the importance of full compliance with all regulations and circulars that govern the air transport sector in Kuwait. The Director of the Air Transport Department stressed that there is zero tolerance in violations of the law. Thus in order to safeguard the rights of the state, passengers, and the stability of the market as a whole.

Although they are no precise data regarding the total number of travel and tourism agencies, a report from early 2025 published in the Arab Times mentions the number of licensed travel & tourism agencies in Kuwait stands at 439.
