Amadeus and ICAO to advance together air transport’s digital transformation
Amadeus and the International Civil Aviation Organization (ICAO) have formalized a Memorandum of Understanding (MoU) to support ICAO’s No Country Left Behind (NCLB) initiative.
The partnership aims to strengthen the capacity of States to adopt advanced digital technologies that enhance the efficiency, safety, and sustainability of international air transport systems.
Through this collaboration, ICAO Member States will be better positioned to advance their digital transformation efforts and more quickly realize the social and economic benefits of air travel. Under the agreement, Amadeus will contribute its technical expertise, share knowledge, and support initiatives that foster innovation in aviation and travel, in line with ICAO strategies, including the TRIP framework and Doc 9303 specifications.
Amadeus will support the initiative by leveraging its experience in travel technology, digital identity, biometrics, and data management—capabilities that are increasingly critical to the modernization of air transport systems.
The collaboration will focus on:

Capacity building and technical assistance for States to strengthen their implementation of ICAO standards and specifications

Promoting cross-border interoperability of biometric systems, in line with ICAO Doc 9303 and the TRIP Roadmap

Training programs covering the technical and regulatory aspects of digital identity and biometrics in travel, incorporating best practices and leading examples of technology-enabled aviation and border control processes to accelerate progress among ICAO Member States
“The digitalization of identity documentation and management is essential to the sustainable expansion and transformation of air transport. ICAO’s collaboration with Amadeus will support our Member States in effectively adopting these technologies, in line with our leadership and vision of safe and sustainable air transport for all by 2050,” said Juan Carlos Salazar, Secretary General of the International Civil Aviation Organization.

The two organizations are currently defining a timeline and roadmap to guide the collaboration, with initial NCLB deliverables expected in the first half of 2026.
