US to block “green skies” plan?

Plans to force airlines to pay for the pollution that they cause could be “scuppered” by the United States, according to a report in The Independent on Sunday.

 

According to the newspaper, proposals for emission charging schemes are being developed alongside another initiative whereby “greener” carriers can trade credits with airlines that are “less green” in terms of emissions.

 

But the International Civil Aviation Organisation (ICAO) is reportedly ready to table a resolution that would block any such plans. The Independent on Sunday reports that US members of the ICAO have enlisted the support of fellow members from countries including Brazil, Japan and Saudi Arabia.

 

A Department for Transport spokesman is quoted as saying: “The ICAO should not close off options such as market-based measures. The UK preference is for emissions trading, with charges only as a fallback or a possible supplement to trading.”

 

The US move has also annoyed environmental groups; Tim Johnson, of the Aviation Environment Federation, reportedly said: “The rate of aviation growth is outstripping technological innovation in efficiency. The UK Government should make a stand so that emissions charging is not closed off.”
