Can the Philippines host the ASEAN Travel Forum 2026 in Cebu following second earthquake?
A second earthquake shook on Monday, October 13 the island of Cebu in the Visayas, Philippines. Damages are currently assessed after the latest Magnitude 5.8 earthquake struck near Bogo City, Cebu at 1:06 a.m.
Despite being rattled by these two powerful earthquakes in recent weeks, Cebu is pressing on with preparations to host the ASEAN Tourism Forum (ATF) 2026 in January. Philippine tourism officials have reaffirmed their commitment to the event, framing it as a symbol of resilience for one of the country’s top travel destinations.
The Philippines announced during the last ATF in Malaysia that Cebu as the main host city.
The two quakes in late September and the recent one shook the island, causing extensive damage in northern Cebu. Heritage churches, local landmarks, and roads were affected, while tourism workers and residents faced temporary displacement. Cebu City’s historic attractions were briefly closed for safety inspections. They have since reopened.
The Philippines Department of Tourism (DOT) and other agencies quickly deployed assessment teams, extended financial aid to displaced workers, and coordinated restoration of damaged sites. Over ₱200 million in assistance has been released to affected communities, while rehabilitation loans are being readied for local tourism enterprises.
Authorities tell that Cebu remains safe
Authorities insist the province remains safe and operational. The Mactan-Cebu International Airport and major transport links continue to function normally, and resorts in central and southern Cebu — including Mactan, Moalboal, and Oslob — remain open. However, aftershocks and ongoing structural checks have prompted some travelers to postpone visits to the north.
Meanwhile, concerns are more about the finalizing of the new Mactan Expo Center in Lapu-Lapu City. The centerpiece venue is scheduled for completion by late 2025.
The Mactan Expo will be Cebu’s first standalone convention center with its own beach. Aside from its close proximity to a beach, the world-class venue is conveniently located across two Megaworld Hotels – the Savoy Hotel Mactan and the Belmont Hotel Mactan (soon-to-be Mercure Mactan Cebu).
While construction is still underway, authorities say the project remains on track. But some local commentators have voiced concern about whether Cebu is fully “MICE-ready” to host a summit of this scale. Analysts note that the timeline for completing the Mactan Expo Center is tight, especially following the earthquake.
Government undeterred by the quakes
Government officials have doubled down on hosting the forum, emphasizing Cebu’s ability to rebound. Tourism Secretary Christina Frasco said Cebu’s hosting “will showcase the Filipino spirit of resilience and hospitality” and reassure travelers that “the country remains ready to welcome the world.” However, concerns over safety perceptions could weigh on attendance. Some cultural tours may be adjusted as restoration work continues.
For the Philippines, the stakes are high. Hosting ATF 2026 is not just about tourism promotion. It is a statement that Cebu, despite being shaken, remains unbowed and ready to welcome the travel trade.
